Unable to remove groups, users from Attachment Permissions if name consists of numbers only

Fixed issue where group or user cannot be removed from Space Tools → Permissions → Attachment Permissions.

For example, if group name or username is 123.

Unable to edit groups and limits for configurable groups in File Size Limit page

Fixed error in File Size Limit page in Confluence 9 due to failure to enable allowlist module.
