Handling of .qbb and .rpt files

.qbb and .rpt files may get blocked even though it is in the whitelist.

To allow the upload, you should:

1. Configure .qbb and .rpt in whitelist

2. Check the checkbox for 'Always allow Microsoft Office files encrypted with sensitivity labels (e.g. docx, xlsx)'

Unable to upload Office files encrypted with AIP

The file is blocked even though checkbox for 'Always allow Microsoft Office files encrypted with sensitivity labels (e.g. docx, xlsx)' is checked.

The affected mime type is application/x-tika-ole-drm-encrypted
