Allow Selection of JSM Projects by Admin

When handling approvers, certain users can be set as approvers for issues while not possessing a Jira Service Management (JSM) license.

Admins are now allowed to help users set Out Of Office rules for JSM projects. This is mainly to help users who can be approvers for but have no access to the JSM projects.
