Bypassing User Permissions for Approvals
This feature is available from version 4.8.0 (Jira 10), or version 5.4.0 (Jira 11) onwards
Background
When handling approvers, certain users can be set as approvers for issues while not possessing a Jira Service Management (JSM) license.
However, this means that these users are unable to set an OOO rule specifically for the JSM projects themselves.
Solution
As a Jira admin, you can help users add a rule for specific JSM projects.
Log in as a Jira administrator
In the JSM project, add the user that will be going OOO under the “Service Desk Customers” project role
Navigate to Add Out of Office for User, either via
Navigation Bar:
Go to the Jira Administration () dropdown in the top right
Click on User Management
On the left sidebar, click on Add Out Of Office Rule for User
Administration Search Dialog Box:
Keyboard shortcut “G” + “G” on the screen
Input “Add Out Of Office Rule”
Select “Add Out Of Office Rule for User”
Click on Add Out of Office Rule for User button near the top right
Fill in the OOO User field with the user that will be going OOO
Check the Include Service Desk projects for approvals checkbox
This will add projects where the OOO user belongs to the Service Desk Customer project role into the available options

Select the appropriate project and fill in the rest of the other details
Click on the OK button to save
If Include Service Desk projects for approvals is checked, users will be able to view, but not be able to edit the rule from their Out Of Office Assistant page. This is because the rule is one that they are unable to create by themselves normally.
