REST resource for retrieving SQL Report File

Description

Customer reported in SUPPORT-313 that file cannot be executed.

This is due to the file being moved, renamed or deleted. The resolution is to check the file exist. Disable and re-enable the plugin.

This REST resource can then be consumed by the Simple SQL Report gadget and also when configuring SQL Reporter Configuration (Add / Edit)
