Description

Noticed the H19 error in the Inspire logs

According to https://devcenter.heroku.com/changelog-items/44, the root cause

Heroku error code H19 indicates when the routing mesh could not connect to your web process within 5 seconds. This is usually a symptom of your app being overwhelmed.

Might have to scale the infrastructure to handle the increased load.
